Speaker presses parties to settle Bam impeachment

KATHMANDU, Nov 7: Expressing dissatisfaction over the political parties´ indecisiveness with regard to initiating impeachment proceedings against Supreme Court (SC) Justice Rana Bahadur Bam, Speaker Subas Nembang Friday urged the leaders from the major political parties to make their position clear over the matter.



Nembang during the meeting with chief whips of three major political parties -- Dev Gurung of UCPN (Maoist), Laxman Ghimire of Nepali Congress (NC) and Bhim Acharya of CPN-UML -- asked the reason behind the parties´ reluctance toward it.[break]



The parliament last December received a report of the Judicial Council seeking impeachment of Justice Bam from the Ministry of Law and Justice. The speaker had convened an all-party meeting in parliament immediately after he received the report last year.



Speaker Nembang said he drew the attention of the leaders as there has been no progress even as it´s been nearly a year after they had expressed commitment to take a decision on the matter without delay.



"You leaders from the political parties made commitment in public to initiating the proceedings without any delay. Questions have been raised from various quarters of society as there has been no progress even after a year," Nembang told the chief whips during the meeting.



Proceedings against Justice Bam will begin once a lawmaker with support from one fourth of the total parliamentarians in the parliament files an impeachment motion at the parliament secretariat. As per the constitution, two thirds of the total parliamentarians´ vote is needed to pass an impeachment motion.



Speaker Nembang had handed over the JC report to the chief whips of all the parties asking them to come up with a conclusion on the matter.
