KATHMANDU, March 16: A purportedly more effective government body is all set to replace Kathmandu Valley Town Development Committee (KVTDC) -- which is currently at the forefront of the ongoing road expansion drive -- from next month.

With the passing of the final draft of the regulations of the Kathmandu Valley Town Development Authority Act-2045 BS by a cabinet meeting early this week, the KVTDC -- which was formed under the already-scrapped Town Development Implementation Act-2029 -- has legally been replaced by the Kathmandu Valley Town Development Authority. However, as it is yet to be formed by the government, the authority will practically replace the KVTDC only from the first day of the Nepali new year 2069 BS (April 13, 2012).

As per the regulations, the government will have to appoint a development commissioner for the authority before April 13. The authority will consist of chiefs of the government´s all development agencies like municipalities, VDC, Nepal Telecom (NT) and Kathmandu Upatyaka Khanepani Limited (KUKL) among others.

"As the authority will have all the chiefs of line agencies as its members, it will easily accomplish any development works," said Suresh Acharya, member secretary of the KVTDC.

Dr Bhaikaji Tiwari, chief urban planner at the KVTDC, says that the road expansion drive will move ahead more easily with the formation of the authority.
