KATHMANDU, June 25: The Umpire Decision Review System will be rolled out in all Test matches to be played from October 2009, the International Cricket Council decided on Thursday. The Chief Executive´s Committee and ICC Board Meeting also decided to severely punish Boards and venues found guilty of producing pitches considered poor or unfit.[break]

"It was agreed the term poor would include batsmen-friendly featherbed surfaces which, it was felt, were a serious threat to the game," an ICC release said. The meeting also decided that umpire will make the decision rather than offering the batsmen option in case of bad light.

The meeting also decided to take day/night Test cricket as an opportunity to be explored adding that after successful exploration and trials at first-class cricket, it could be trialled in Test cricket in 2010.

The meeting took place Lord’s in London as the third of four Board meetings that take place each year.

As the current Future Tour Program (FTP) concludes in May 2012, ICC received draft proposals for a new programme following on from bi- and multi-lateral discussions between Members ahead of the meetings.

It was agreed that further consultation would now take place between the ICC, its Members and other stakeholders with a view to the ICC finalising the new FTP as soon as possible, the release added.

“I am encouraged by the hard and effective work put in by Members towards a long-term structure for international cricket," ICC President David Morgan said. “We will work with our Members in refining the draft model over the coming weeks, consult with those stakeholders and seek approval of a new programme as soon as possible.”

Fines for slow over-rates will be doubled and a captain of a team guilty of three over-rate fines in the same format in a rolling 12-month period will be automatically suspended for one match.

The ICC board meeting continues for a day more with discussion on the 2011 World Cup on agenda.
