SURKHET, July 14: Police have arrested a person with the possession of brown sugar (an adulterated form of heroin). 42-year-old Lila Ram Puri was arrested from his house at Pipira in Birendranagar Municipality-11 on the charge of possessing 180 milligrams of brown sugar.
