Two subjected to 'extreme torture' by police

BIRATNAGAR, July 15: Two youth arrested over a financial dispute have been subjected to extreme torture by police here. Area Police Office Urlabari, Morang made them walk on their knees and elbows like animals on a graveled road. [break]



Susan Limbu, 25, of Urlabari-2 has been brought to Birtanagar for treatment on Wednesday afternoon. Susan, who was arrested on Sunday, and 24-year-old Bhakta Rai of Pathari-9 were made to walk on their elbows and knees for a whole day on Monday. They have crippling bruises on their elbows and knees.



Susan was brought to Birat Nursing Home, Biratnagar after his treatment was not possible at Mangalbare´s primary health post and in Lifeline of Damak, his elder sister Sita Limbu said. She added that he was later treated at Koshi Zonal Hospital also.



According to reports, Susan had not paid a due of Rs 25,000 to Hotel Holiday of Urlabari and instead used to threaten the businessmen there. Police arrested him as he refused to pay the money.



"The locals handed him (Susan) over to the police because he was of criminal nature and had been extorting money from businessmen and ordinary people," Fago said.



However, human rights activist Dipen Neupane said that they will file a case against police because a detainee should not be tortured in police custody however serious the crime may be.



Chief of Area Police Office, Urlabari Chakra Basnet could not be reached for comments.
