KATHMANDU, Jan 31: Prime Minister KP Sharma Oli has said that ordinances were introduced out of necessity for the country.
Addressing the first meeting of the winter session of the House of Representatives (HoR) on Friday, PM Oli stated that there is a provision to issue ordinances when deemed necessary during periods when Parliament is not in session.
PM Oli said that since those ordinances are now the property of Parliament, it can decide what to do with them. “Now the ordinances have become the property of Parliament. We have 60 days from today,” he said. “It is now up to Parliament to either reject them, pass them as they are, or introduce a substitution bill by amending them.”
PM Oli also urged lawmakers not to oppose the ordinances outright. “Ordinances are introduced when Parliament is not in session. Isn't that what the constitution provides?” PM Oli asked. “I have found that many honorable members have questioned the process, not the content of the ordinances. Now, rather than opposing them outright, let's debate their merits or demerits instead of making them a campaign for public consumption.”
PM Oli further stated that the ruling party and the opposition exist only within Parliament. Emphasizing that governance should not be viewed through partisan lenses, he said, “There is no ruling party or opposition when it comes to running the lives of the people.”
