KATHMANDU, Dec 14: The Constituent Assembly (CA) has gone out of business after it finished discussions on the preliminary draft of the constitution submitted by the CA committee on the natural resources, economic rights and revenues sharing on Monday.
The CA committee on system of governance should already have presented its reports to the full CA meeting, but the committee could not prepare its reports due to disputes over voting held to pick a system of governance on Dec 1.
The committee is still unresolved over a system of governance as neither the Maoists nor the NC-UML alliance secured majority in the vote. Maoists garnered 18 votes against the NC-UML alliance´s 16 but a simple majority requires 20 votes.
The CA regulations are silent on what happens if no proposal commands a clear majority. The parties have decided to take a decision in the presence of CA Chairman Subas Nembang.
Meanwhile, the CA is likely to amend its calendar of events for the eighth time as three committees -- constitutional, state restructuring and system of governance -- have yet to prepare their reports due to differences among the major political parties. As per the last amended calendar of events, the CA should have discussed and sent its report to the constitutional committee by December 15.
